The National Consensus Commission has formally presented its recommendations for implementing the July National Charter to the Chief Adviser of the interim government, Professor Muhammad Yunus.
On Tuesday afternoon, Professor Ali Riaz, Vice-Chairman of the Commission, handed over the proposals to Professor Yunus, who also serves as Chairman of the body. Several senior members of the Advisory Council attended the handover, including Justice Md Emdadul Haque, Dr Iftekharuzzaman, Dr Badiul Alam Majumdar, Sofor Raj Hossain, Md Ayub Mia, and the Chief Adviser’s Special Assistant Monir Haider.
The recommendations included a draft order titled The July National Charter (Constitutional Reform) Implementation Order, 2025, which lays out a legal framework to institutionalise the reforms pledged under the July Charter.
The draft order recalls the July–August 2024 mass uprising, led by students, workers, and citizens, which brought down the previous authoritarian regime on August 5, dissolved Parliament the following day, and paved the way for the interim government’s formation on August 8.
In response to this democratic shift, the interim government established six reform commissions tasked with proposing structural changes to the Constitution, electoral system, public administration, judiciary, police administration, and anti-corruption mechanisms. Their findings were later consolidated by the National Consensus Commission, which prepared the July Charter after consultations with 30 political parties and alliances.
