France Expresses ‘Consternation’ After Citizen Executed in China for Drug Trafficking

A French national sentenced to death in China in 2010 for drug trafficking has been executed, France’s foreign ministry confirmed on Saturday, saying it learned of the development with “consternation.”

The executed man, Chan Thao Phoumy, was a 62‑year‑old French citizen born in Laos. In a statement, the ministry said the execution went ahead “despite the efforts of the French authorities, including efforts to obtain a pardon on humanitarian grounds.”

French officials also said Phoumy’s defence team was denied access to his final court hearing, calling it a violation of his rights. The execution was carried out in Guangzhou, in southern China.

Reiterating its long‑standing position, the French foreign ministry said France remains firmly opposed to the death penalty “everywhere and in all circumstances,” and again urged for its universal abolition.

The case is expected to add tension to ongoing diplomatic discussions between Paris and Beijing, particularly on human rights issues.
