The issue emerged during the opening of a new public preschool in Yagoona, in Sydney’s south-west, where Prue Car joined Premier Chris Minns to promote the government’s early childhood education program.
The Yagoona facility is one of 100 fee-free public preschools promised by the Minns government. The initiative is designed to provide early education opportunities for children in the year before they begin kindergarten.
Earlier this year, Car stated that “every single one” of the planned preschools would be “open and operating” from the first day of Term 1 in 2027.
However, speaking on Monday, the minister altered the emphasis of that commitment, repeatedly confirming that all 100 preschools would be completed by the deadline but stopping short of guaranteeing they would all be accepting students immediately.
During an exchange with journalists, Car said:
“Our commitment was to open 100 public preschools by day one, term one, ’27.”
“And they’ll all be finished by day one, term one, 2027.”
When pressed on whether the facilities would actually be enrolling and teaching children from that date, the minister did not provide a direct answer.
The comments have raised concerns about whether construction completion and operational readiness may occur on different timelines, potentially delaying access for families expecting places at the new centres.
The rollout of public preschools is a key component of the Minns government’s education agenda, aimed at expanding access to quality early childhood education and reducing financial barriers for families.
Supporters of the initiative argue that the additional preschools will help improve school readiness and expand opportunities for children across New South Wales, particularly in areas experiencing growing demand for early learning services.
Opposition figures have seized on the minister’s comments, questioning whether the government can meet its original pledge and whether all 100 facilities will be fully staffed and operational by the start of the 2027 school year.
The government maintains that the project remains on track, with construction continuing across multiple sites throughout the state.
