Four years after Russia launched its full‑scale invasion of Ukraine, UN Secretary‑General António Guterres condemned the ongoing conflict as “a stain on our collective conscience” and renewed his call for an immediate ceasefire. His remarks were delivered on his behalf by Rosemary DiCarlo, the UN under‑secretary‑general for peacebuilding, during a special UN Security Council session marking the anniversary.
Guterres praised diplomatic efforts by the United States and other nations but said far more concrete steps were needed to de‑escalate the conflict and create space for meaningful negotiations. He warned that the war which he described as a “blatant violation of international law” continues to have devastating human consequences.
According to UN figures cited in his statement, more than 15,000 civilians have been killed and over 41,000 injured since the invasion began, including 3,200 children.
Guterres also raised alarm over the risks posed to Ukraine’s nuclear facilities, calling the situation “an unconscionable game of nuclear roulette” that must end immediately.
He urged UN member states to fully fund humanitarian operations and stressed that any eventual settlement must respect Ukraine’s sovereignty, independence and internationally recognised borders.
