Premier Chris Minns says a series of tougher gun and protest laws will take effect immediately after the NSW Parliament approved a major reform package in the early hours of Wednesday. He described the measures as urgent, arguing that Sydney and the wider state had been “changed forever” by the December 14 mass shooting at Bondi Beach that killed 15 people during a Hanukkah celebration at Archer Park.
Minns said the government would continue pushing further reforms to strengthen public safety. He acknowledged the unusual timing of the parliamentary session on Christmas Eve but said the legislation could not wait.
Under the new gun rules, recreational licence holders will be limited to four firearms, and licences will be reviewed every two years. The government has also faced criticism for introducing stricter protest controls, including a provision allowing police to impose a blanket ban on all public assemblies for up to three months following a terrorist incident. The police commissioner would have final authority over whether demonstrations could proceed.
