US Navy Warship Makes Historic Visit to Cambodia Amid Evolving Ties

In a significant development, a US Navy warship made its first visit to Cambodia in eight years, landing at the port of Sihanoukville on Monday. The USS Savannah, a Littoral Combat Ship with a crew of 103, is docked for a five-day stay, marking a noteworthy moment in the often-strained relations between the two nations.

Captain Daniel A. Sledz expressed enthusiasm upon arrival, stating, “It’s great to be back, returning US presence here after eight years.” The warm reception included a bouquet of flowers from a Cambodian officer, symbolizing goodwill between the nations.

Historically, US-Cambodia relations have been rocky, characterized by criticism from Washington regarding political repression and human rights violations in Cambodia. Concerns have intensified over Cambodia’s close ties with China, particularly regarding potential exclusive access for the Chinese navy to a crucial naval base near Sihanoukville.

However, recent diplomatic gestures suggest a thawing of relations. Cambodia’s Ministry of National Defense announced that the port call was arranged following a US request, emphasizing the intent to “strengthen and expand the bonds of friendship” and enhance bilateral cooperation.

Two days prior, Cambodia’s foreign ministry highlighted a “positive momentum” in bilateral ties, noting a revival of military cooperation. US Secretary of Defense Lloyd Austin had visited Cambodia in June, engaging with Prime Minister Hun Manet and discussing ways to bolster the US-Cambodia defense relationship.

Despite these diplomatic overtures, concerns linger over the potential strategic implications of Cambodia’s Ream Naval Base, which is reportedly being upgraded with Chinese assistance. Observers fear that this could facilitate a permanent Chinese naval presence in the region, particularly as China is expected to provide Cambodia with two new warships, enhancing its coastal defense capabilities.

As part of the Savannah’s visit, the US Navy plans to hold a working meeting with the Ream Naval Base commander and engage in friendly sports competitions with the Cambodian Navy. Capt. Mean Savoeun, deputy commander of the Ream Naval Base, welcomed the Savannah’s arrival, expressing optimism that the visit would foster closer diplomatic ties between the two nations’ naval forces.
