Russia Circulates UN Draft Resolution Calling for Immediate Halt to Middle East Hostilities

Russia has circulated a draft resolution to the UN Security Council urging all parties involved in the rapidly escalating Middle East conflict to immediately cease military activities and return to negotiations, according to a text reviewed by Arab News.

The draft, shared with the 15‑member council on Sunday, calls for an end to further escalation and condemns attacks on civilians and civilian infrastructure as regional tensions continue to intensify. It reaffirms the principles of the UN Charter, specifically recalling Article 2(4), which prohibits the use of force against the territorial integrity or political independence of any state.

Without naming any actors directly, the document expresses “deep concern over the current military escalation in the Middle East and beyond” and mourns the loss of life caused by ongoing hostilities. It urges all sides to “immediately stop their military activities and refrain from further escalation.”

The draft also “condemns in the strongest terms all attacks against civilians and civilian infrastructure,” calling for their protection under international and humanitarian law. It stresses the importance of ensuring the security of all states in the region and strongly encourages a return to political and diplomatic negotiations “without any further delay.”

Russia’s move comes as the Security Council struggles to formulate a unified response to the widening regional crisis. Diplomats say internal negotiations on the text are expected in the coming days, though it remains unclear when a vote might take place.

For the resolution to pass, it would require at least nine affirmative votes and no vetoes from any of the five permanent members — Russia, the United States, China, Britain or France.
