Perth’s $107m Swan River Ferry Expansion Clears Environmental Hurdle Despite Community Opposition

Western Australia’s Environmental Protection Authority (EPA) has decided not to conduct a full environmental assessment of the state government’s ambitious plan to expand ferry services on the Swan River, despite mounting public pressure. The $107 million proposal, part of the broader Metronet transport projects, will see new ferry terminals built at Matilda Bay and Applecross, connecting to a floating pontoon at Elizabeth Quay.

The EPA explained its reasoning, noting that the construction period is relatively short between six and 12 months and potential environmental threats can be managed through existing regulatory processes. This decision effectively clears a major hurdle for the government’s plan to modernize river transport and integrate it into Perth’s wider public transit network.

However, the project has faced strong community opposition since its announcement. The Safety on Swan Coalition, representing around 7,000 members, including sailing and rowing clubs based near Matilda Bay, has voiced concerns about increased ferry traffic disrupting recreational activities and posing safety risks. Campaigners argue that the new infrastructure could alter the character of the riverfront and compromise its use by local communities.

Despite these objections, the government remains committed to the expansion, framing it as a transformative step toward cleaner, more efficient transport options. The plan includes electric ferries, new jetties, and supporting infrastructure, aligning with Perth’s push for sustainable urban mobility.

The debate highlights a familiar tension in urban planning: balancing environmental safeguards and community interests with the drive for modern infrastructure and economic growth. While the EPA’s decision removes one regulatory obstacle, the project is likely to remain controversial as construction approaches.
