Russia to Recruit 3.1 million Indian Workers by 2030 to Tackle Labour Shortage

Russia is set to bring in millions of skilled workers from India over the next five years in a bid to address a severe labour shortage across key economic sectors, a crisis deepened by the ongoing war in Ukraine.

Under a bilateral agreement, Russia plans to hire 3.1 million Indian workers by 2030, with the first wave of 1 million expected to arrive this year. Most will be employed in construction and textiles, while highly educated and trained professionals will have opportunities in senior roles within government and semi-government institutions.

The Indian ambassador to Russia has confirmed that demand for manpower is high and that India is well-positioned to meet it. To support the influx, the two countries are planning to open a new consulate dedicated to providing essential services for Indian workers, including passport, visa, and birth registration facilities.

Recent figures highlight the rapid growth of India’s workforce presence in Russia. In 2021, just 5,480 Indian nationals held work permits in the country. By 2024, that number had surged to 36,208 an almost sevenfold increase in five years. The trend underscores the growing role of Indian labour in sustaining Russia’s economy at a time of acute domestic workforce shortages.
